🐛Bug fix🐛 - Dialog / Theater Text Speed problem, replaced by new customization

Thanks community for the report related to a bug in Dialog / Notification / Theater TItle text speed problem, where it lags behind in displaying text to the screen. The bug is possibly due to some reading of speed value from external file.

So, instead I rework around it by setting the text speed directly in the system, now you can customize and adjust the text speed.

Goto [Setting] in the game to adjust all 3 different types of dialog text.
