Hello! Some changes to early game economy and department transfers!

New additions:
Added a new button for scope templates.
Changes:
Increased the pool of Character names.
Balance adjustments to recruitment and salaries.
Improved scope mechanics. (Patients should now be referred at the end of each task rather than having to complete a Patient Consultation.)
Bugfixes:
Fixed multiple bugs causing patients to not be referred to a new department.
Fixed an issue with the deconstruction icon.
Fixed an issue regarding the department wall color.
Fixed an issue with the "Prescription: Morphine" task.
