Ver.1.3: Ciritcal Bug Fix about hand shakes.

I've fixed a hand shakes bug. When using a gaming display which has over 60Hz refresh rate, hand shakes was more affected. It means that people using such a display played more difficult than I designed.

fixedI've fixed a hand shakes bug. When using a gaming display which has over 60Hz refresh rate, hand shakes was more affected. It means that people using such a display played more difficult than I designed. I didn't test over 60fps situation, so I am truly sorry I was late to find this bug. This bug had been impacting to a basis of the game. At present, it is difficult to guarantee the playing of over 60 FPS, so I've modified to play 60 FPS as the highest value.
