(The justification of the empire, the cooperation of the five kingdoms) The power of the Seleucus Empire is strong, but it is difficult to attack easily when the five kingdoms are united. That's why empires will seek justification. Players must persuade a majority of key ministers for cooperation in each kingdom (they may be will threatened by assassinists of the empire during cooperation in the kingdoms of Parthia, Armenia, Media, Sogdia, and Genomia)
