It's on Github and Facebook . The Github wiki has documentation on the language itself and a growing collection of programs that people have written themselves, many of them part of the arcade machines inside the game. The Facebook page has some general discussion about Sprak and the Arcade machine functionality. Obviously you can also share code and ideas here on Steam, but if you want people who have bought the game elsewhere to see what you've done, consider adding it to the wiki also. Just log into Github and add a page. We're looking forward to seeing what you come up with!
