removed illegal recruiting toggle from options page

fixed import error when importing a CB22 league that had a long history

fixed bug where you could advance past speed 9 prior to a game in 2D

changed the 2D popups for stats and roster so that if you click away from the area the popup closes since some people with certain resolutions were not seeing the close button and then were stuck

added note to save game box and in league creation not to add characters like periods, commas etc in save names

corrected the tie logic so that for multi way ties it will consider points scored for all tied teams in games among those teams as the tiebreaker
