New languages supported! - French, Spanish, German and Italian

Hey all! Just got an itch to add a few languages to City Limits. So now City Limits supports French, Spanish, German and Italian. These translations are most certainly not perfect.

These translations are most certainly not perfect. To be honest with ya, it was more of a test for myself to see the work involved in setting translating in my games project. Turns out, A. Lot. Of. Work. But since there's probably less then a hundred words in City Limits, it wasn't too bad. And it felt wrong to not upload that work. City Limits doesn't get a ton of traffic so I'm not too worried.

If you are native speaker of any the above mentioned languages and something's not right, feel free to reach out!

Note: you may need to do a "Verify integrity of game files" after the update. Also this update will erase any current runs in progress. Sorry :(
