Patch 1.4.5 (Hotfix) Notes

I'm seeing some mysterious crashes which I believe may be related to the recent Windows Update 24H2. I'm releasing this hotfix to hopefully alleviate some of those issues.

changedUpdated compiler and toolchain versions to include some recent Windows bug fixes - I'm hoping this will alleviate some random crashing on Windows 10-11

  1. Slightly decreased the damage of Glacial Surge's blast and nova

  2. Fixed a program hang that could occur at the beginning of a new monster wave

  3. Updated compiler and toolchain versions to include some recent Windows bug fixes - I'm hoping this will alleviate some random crashing on Windows 10-11
