Reworked Task Priorities

After some playtesting and listening to your feedback, we realized that some tasks were causing confusion. So, we've worked our magic to make it easier for you to control what takes priority. Now, when you queue up tool creation at a workbench or when a plant needs watering, this is top prio for your workforce.
