Two groups will attempt to contact you and recruit you to work for them during the main game. Of course, they each have their objectives, and both will strive to gain an advantage over you.

One of them is the Central Committee, which wants to keep things within their borders and not divulge crisis information to the outside world. They may be able to provide you with larger rewards, but their quests are always riskier and may result in deadly damage to your employees.

The second group is NGO - non-governmental organizations; they want to know what happened and how it will affect the world because they believe that assisting them will enrage the Central Committee.

The majority of NGO quests are easy to obtain, but you risk retaliation from the Central Committee.
