Ver1.6.0 Fixed behavior of certain sub-weapons, implemented frame rate settings,

Laser and charge shot behavior has been adjusted. Frame rate can now be changed via the options settings.

Lowering the frame rate primarily reduces CPU load, but may cause flickering in scenes with heavy rendering demands, such as fast scrolling.
