addedReworked unstable shards to be more intuitive: you no longer need to wait until the previous phase ends before starting a new one, allowing a shard to be stabilized quicker at greater risk. Additionally improved telegraphing of phases to hopefully make the system more clear.

Thanks for the feedback on this project! I've been able to release an update to fix several important issues that were identified.
