Update QOL improvements

Added an option to sell provinces by selecting them on the map. In the sidebar build menu: If a building is constructed or under construction in every province, the building button will turn green.

AI will focus more on research buildings. AI will upgrade military academies more frequently on higher difficulty levels than on normal. AI will prioritize upgrading military academies for generals more often on higher difficulty levels than on normal. AI will upgrade the capital city more frequently on higher difficulty levels than on normal.

Increased cost of researching technologies. Increased cost of recruiting armies. Increased cost of maintaining an army. Increased cost of building construction.

New event outcomes:
