Fixing game loop

I don't have a monitor that runs slower than 60fps. If a monitor does then my game has been running slower because it can't catch up to the maximum speed of 60 fps.

My buddy uses a TV for games that runs at 30fps, so the game was at half speed. Some of you may find your game at double speed after an update I am pushing later- if this happens it was intentional as this was a bug.
